Kamil Kepeci 217 numaralı Ruus Defteri (metin-değerlendirme, s. 101-202)

Abstract

Divân-ı Hümâyûn defterlerinden olan Ruûs Defterleri, Osmanlı bürokrasisin tayin, azil, ibka gibi tevcihatın kaydedildiği defterlerdir. Ruûs defterleri tutuldukları yerlere göre padişaha arz edilerek yapılan tevcîhat, Divân, padişaha arz edilmeden sadrıazam tarafından yapılan tevcîhat İkindi, seferde görevli serdar tarafından yapılan tevcîhat ise Sefer ruûs olarak sınıflandırlmıştır. Tez çalışmamızın konusu, Kamil Kepeci fonundaki 217 numarada kayıtlı ruûs defterinin 101-202 arasındaki sayfalarının transkripsiyonu ve değerlendirmesidir. Tezimize konu olan bölüm Köprülü Mehmed Paşa’nın son yılı ve oğlu Köprülü Fazıl Ahmed Paşa’nın ilk sadaret yılları Cemaziyelevvel 1071-Rebiülahir 1072 (Şubat 1661- Kasım 1662) arasındaki tevcihâtı ihtiva etmektedir. Buradaki kaytlardan mezkûr tarihteki beylerbeyi, sancakbeyi, kadı, müderris, mektep hâceliği, kâtip, halife, hacegân, müteferrika, emin, vakıf görevlileri, kale görevlileri gibi birçok büyük ve küçük görevlilerin atamalarına ulaşmak mümkündür. Defterdeki bilgiler konularına göre sistematik bir şekilde tablolar halinde gösterilmiştir.The Ruus books, which are the books of the imperial council (Divan-ı Humayun), are the books of the Ottoman bureaucracy in which the grants (the tevcihat) such as appoint, dismissing, eternalizations are recorded. According to the places where Ruus books are kept, the Divan of the grants made by the Sultan, the afternoon of the grants made by Grand Vizier without offering the Sultan, and the grants made by the Serdar who was in charge of the expedition were classified as Sefer ruus. The subject of our thesis is the transcribing and evaluation of pages 101-202 of the Ruus book, recorded in Kamil Kepeci 217. The subject of our thesis includes the last year of Grand Vizier Köprülü Mehmed Pasha and first days Grand Vizier Köprülü Fazıl Ahmed Pasha between Cemaziyelevvel 1071 - Rebiülevvel 1072 (January1661- November 1662). From the records here, it is possible to reach the appointments of many major and minor officials such as governor (beylerbeyi), governor of a sanjak (sancakbeyi), Muslim judge (Kadi), professor (müderris), the teacher of the schools, caliph, teachers. Foundation officials and the castle officials in the mentioned period. The information in the notebook is displayed systematically in tables according to their subjects.
