Devlet üniversitelerinin 2020-2023 yılları arası Sayıştay raporlarının haklar hesabı açısından değerlendirilmesi

Abstract

Bu çalışmanın amacı Sayıştay denetimi kapsamında olan Devlet Üniversitelerinin 2020, 2021, 2022 ve 2023 yıllarına ait yayınlanmış Sayıştay raporlarında yer alan denetim bulgularından ‘Haklar Hesabı’na ilişkin olanların tespit edilerek incelenmesidir. Araştırma kapsamında ilgili yıllara ait Sayıştay denetim raporları doküman analizi yöntemiyle incelenerek; Haklar Hesabı’nın muhasebeleştirilmesi, izlenmesi, değerlemesi ve raporlanmasına ilişkin tespit edilen bulgular değerlendirilmiştir. Bulgular tespit edildikten sonra ayrıca elde edilen veriler pandemi dönemi ve pandemi sonrası dönem olarak tasnif edilerek fark analizi yapılmıştır. Bu çalışmada 2020-2023 yılları arasındaki raporların değerlendirilmesi sonucunda ‘Haklar hesabı’ ile ilgili en çok “Haklar Hesabına Kaydedilmesi Gereken Tutarların Doğrudan Giderleştirilmesi” bulgunun raporlarda açıklandığı tespit edilmiştir. Pandemi döneminde toplam bulgu sayısı 2020 yılında toplam 22, 2021 yılında ise 21 olarak tespit edilmiştir. Pandemi sonrasına denk gelen 2022 ve 2023 yıllarında ise her bir yıl için 14 bulgu saptanmıştır. İç denetçi açısından değerlendiğimizde iç denetçiye sahip olan üniversitelerin Haklar hesabının muhasebeleştirilmesi ile kurallara göre yeterli incelemelerinin yapılmamış olduğu görülmüştür. The aim of this study is to identify and examine the audit findings related to the "Rights Account" in the published Court of Accounts reports for the years 2020, 2021, 2022, and 2023 concerning state universities falling under the category of "Special Budget Administrations A". Within the scope of the research, the Court of Accounts audit reports for the relevant years will be examined using document analysis, and the findings regarding the accounting, monitoring, valuation, and reporting of the Rights Account will be evaluated. After identifying the findings, the obtained data will also be classified into pandemic and post-pandemic periods, and a difference analysis will be conducted. In this study, the most frequent finding related to the "Rights Account" in the evaluation of the reports between 2020 and 2023 was "Direct Expensing of Amounts That Should Be Recorded in the Rights Account". The total number of findings during the pandemic period was 22 in 2020 and 21 in 2021. In 2022 and 2023, which coincided with the post-pandemic period, 14 findings were identified for each year.From the perspective of internal auditors, it was observed that universities with internal auditors did not adequately evaluate the 'Rights account'.
