Mesleki ve teknik anadolu liselerinde makine ve tasarım teknolojisi alanındaki atölyelerin iş sağlığı ve güvenliği yaklaşımı: Bilecik Mesleki ve Teknik Anadolu Lisesi makine ve tasarım teknolojisi alanı örneği

Abstract

6331 Sayılı İş Sağlığı ve Güvenliği Kanunu, sadece işyerleri için değil okullar için de yeni hükümler içermektedir. İşveren sıfatıyla okul müdürleri, çalışan ve hizmet veren sıfatıyla öğretmenler kanun ve yönetmeliklerindeki hususları uygulamakla yükümlüdür. Okul yönetimi, okul binası içerisinde, okulla ilgili faaliyetlerin yapıldığı yerlerde ve öğrencilerin okula ulaşımları esnasında oluşabilecek her türlü tehlike, yaralanma ve risklerden öğrencilerini korumak ve güvenliklerini sağlamakla sorumludur. 6331 sayılı İş Sağlığı ve Güvenliği Kanunu’nun getirmiş olduğu en büyük yenilik, kamu ve özel sektör ayrımı yapmadan, işletme büyüklüğüne bakılmaksızın tüm sektörlerde tüm çalışanları kapsaması olmuştur. Kanunun kapsamı 2. Maddede “Bu Kanun; kamu ve özel sektöre ait bütün işlere ve işyerlerine, bu işyerlerinin işverenleri ile işveren vekillerine, çırak ve stajyerler de dâhil olmak üzere tüm çalışanlarına faaliyet konularına bakılmaksızın uygulanır.” olarak belirtilmiştir. Fakat kanun tüm sektörlerdeki tüm çalışanları kapsamasına rağmen henüz yürürlük açısından bu noktaya ulaşılamamıştır. Yapılan son düzenlemeye göre yürürlük maddesi kapsamında, Kamu Kurum ve Kuruluşları ve az tehlikeli sınıfta yer alan 50’den az personel çalıştıran işyerleri 1.7.2016’dan itibaren uzman ve hekim görevlendirmesi yapmaya başlamıştır. Bu zorunluluk doğrultusunda okullarımızdaki mevcut durumun irdelenmesi, okul yönetimi, öğretmenlerin iş sağlığı ve güvenliği konusunda eğitimlerle bilinçlendirilmesi, okul kazalarının yaşanmaması adına uygulamalara katkı sağlayacaktır. Bu çalışmada ülkemiz kalkınmasında son derece önemli bir yere sahip olan ve “Meslek Lisesi, Memleket Meselesi” logosuyla öneminin giderek arttığı Mesleki ve Teknik Anadolu Liselerindeki İş Sağlığı ve Güvenliği yaklaşımları ile Bilecik Mesleki ve Teknik Anadolu Lisesi Makine ve Tasarım Teknolojisi Alanında bulunan İmalat İşlemleri atölyesi, Makine Bakım Onarım atölyesi, CNC atölyesi, Bilgisayarlı Makine İmalatı atölyesi ve CAD-CAM Laboratuvarında iş sağılığı ve güvenlik kültürüne bakış açısı ile atölye ve laboratuvarlarda alınan güvenlik önlemleri ve eğitimde iş kazalarının en aza indirilmesi için yapılan çalışmalar incelenmiş ve öğrencilerin son sınıfta aldıkları “İşletmelerde Beceri Eğitimi” dersi için İş Sağlığı ve Güvenliği farkındalığı oluşturmak için yapılan çalışmalar ele alınmıştır.The Law No. 6331 on Occupational Health and Safety not only includes provisions for workplaces but also introduces new regulations for schools. School principals, in their capacity as employers, are obligated to implement the provisions of laws and regulations, while teachers, as employees and service providers, are also required to adhere to these regulations. The school administration is responsible for protecting students from any potential hazards, injuries, and risks within the school building, areas where school-related activities take place, and during students' transportation to the school. The most significant innovation introduced by the Law No. 6331 on Occupational Health and Safety is its coverage of all employees across all sectors, without distinction between public and private sectors and regardless of the size of the enterprise. The scope of the law is explicitly stated in Article 2 as follows: "This Law is applicable to all businesses and workplaces, including their employers and employer representatives, apprentices, interns, and all employees, irrespective of their activities, whether in the public or private sector." However, despite the law's comprehensive coverage of all employees in various sectors, this point has not yet been fully implemented from a practical standpoint. According to the latest regulation, within the scope of the enforcement article, Public Institutions and Organizations, as well as workplaces employing fewer than 50 personnel in the low-risk category, will start assigning specialists and physicians as of July 1, 2016. Before this obligation takes effect, examining the current situation in our schools, raising awareness through training for school administrators and teachers on occupational health and safety, will contribute to the implementation of practices aimed at preventing accidents in schools. In this study, the approaches to Occupational Health and Safety in Vocational and Technical Anatolian High Schools, which play a crucial role in the development of our country and whose importance is increasing with the slogan "Vocational High School, a Matter of the Country," were examined. The focus was on Bilecik Vocational and Technical Anatolian High School in the field of Machinery and Design Technology, specifically looking at the Manufacturing Processes workshop, Machinery Maintenance and Repair workshop, CNC workshop, Computer-Aided Machine Manufacturing workshop, and CAD-CAM Laboratory. The study investigated the perspective on occupational health and safety culture, safety measures implemented in workshops and laboratories, and efforts to minimize work accidents through training. Additionally, the initiatives aimed at creating awareness of Occupational Health and Safety for the "Skill Training in Enterprises" course taken by students in their final year were discussed.
