Türkiye’de Seçim Sistemlerinin Demokrasi Ve Ekonomi İlişkisi Çerçevesinde İncelenmesi

Abstract

Temsilde adalet ve yönetimde istikrar ilkeleri son zamanlarda üzerinde durulan konulardan birisi olmuştur. Çalışmada Türkiye’deki seçimlerin, uygulanan seçim sistemlerinin temsiliyet ve siyasi istikrar açısından değerlendirilmesi yapılmıştır. Öncelikle birinci bölümde demokrasi, temsilde adalet, yönetimde istikrar kavramları açıklanmış, seçim olgusu üzerinde durulmuştur. Yine bu bölümde başlangıçtan günümüze kadar uygulanan seçim sistemleri incelenmiştir. Bilindiği üzere seçim sistemleri siyasal sistem için önemli bir kavramdır. İkinci bölümde Türkiye’deki 1946 sonrası seçimler açıklanmış ve çoğunluk seçim sistemleri 1946-1960; nispi temsil seçim sistemleri ise 1961 Anayasası dönemi ve 1982 Anayasası dönemi kategorisi içerisinde analiz edilmiştir. Aynı zamanda bu bölümde çeşitli ülkelerde uygulanan seçim sistemlerine de yer verilmiştir. Son kısımda ise 1946 sonrası seçimlerin ve seçim sistemlerinin günümüzden bugüne ne gibi sonuçlar doğurduğu temsilde adalet ve yönetimde istikrar ilkelerini sağlayıp sağlayamadığı üzerinde durulmuştur.One of the subjects on the principles of fair representation and stability in management has been discussed recently.
