Türkiye'de uygulanan bilim ve teknoloji politikaları

Abstract

Küreselleşen çağda bilim ve teknoloji alanında son yıllarda ortaya çıkan ilerlemeler toplumsal ve ekonomik yapıyı doğrudan etkilemiştir. Gelişen ve değişen dünyaya uyum sağlayabilmek için istikrarlı ve sürdürülebilir kalkınma sürecini gerçekleştirmek ve rekabet gücüne sahip olmak isteyen dünya ülkelerinin tüm politika tasarımları ile bilim, teknoloji ve inovasyonları koordineli bir şekilde ele almaları gerekmektedir. Bu kapsamda ilk bölümde bilim ve teknoloji politikaları ile genel kavramları ele alınmıştır. Ardından ikinci bölümde ise bilim ve teknoloji politikalarına Türkiye açısından tarihsel bakışı ile ekonomik gelişmelerin 24 Ocak 1980 kararları sonrasındaki teknoloji ile ilişkisi, bilim ve teknoloji yüksek kurulunun 3 Şubat 1993 günü yapılan toplantısındaki kararlarına kısaca değinilmiştir. Üçüncü bölümde ülkemizde teknoloji, bilim, yenilik ve araştırma projelerinin siyasi gelişimi, bilim politikasının temel bileşenleri, Türkiye’ de bilim teknoloji politikasını belirleyen ve bu alanda faaliyet yürüten temel kurumları ve politikalarının oluşturulmasına destek olan kamu kurumları. Dördüncü bölümde ise kalkınma planlarında teknoloji politikaları, ulusal bilim politikaları, politikalarda gelişmeyi tetikleyici araçlar, rekabette bilim ve teknolojinin sağlayacağı fayda, bilim ve teknoloji politikaları uygulama planı ve bu politikalarının oluşturulmasında araştırma altyapısının önemi değerlendirilmiştir.In the globalizing age, the advances in science and technology in recent years have directly affected the social and economic structure. In order to adapt to the developing and changing world, world countries that want to achieve a stable and sustainable development process and have competitive power need to address all policy designs and science, technology and innovation in a coordinated manner. In this context, in the first part, science and technology policies and general concepts are discussed. Then, in the second part, the historical perspective of science and technology policies in terms of Turkey, the relationship between economic developments and technology after the decisions of January 24, 1980, and the decisions of the Supreme Council of Science and Technology at the meeting held on February 3, 1993 are briefly mentioned. In the third section, the political development of technology, science, innovation and research projects in our country, the main components of science policy, main institutions ın Turkey that specify science-technology policies and conduct in this field and institutions that support in forming policies are mentioned. In the fourth chapter, technology policies in development plans, national science policies, tools that trigger development in policies, the benefits of science and technology in competition, the implementation plan of science and technology policies and the importance of research infrastructure in Forming these policies are evaluated.
