Eğitim kurumlarında elektriksel ve mekanik enerji verimliliği uygulamaları: Bilecik ili örneği

Abstract

Eğitim bütün ülkelerin en öncelikli politikalarındandır. Geçmişte yaşanan büyük savaşlardan sonra ülkeler kendilerini geliştirmeye başlamışlar ve bunun için eğitime büyük önem vermişlerdir. Yetiştirilen insan gücü, ülkelerin gelişmesinde ve ilerlemesinde en önemli faktör haline gelmiştir. Türkiye’de çocuk ve genç nüfusunun büyük çoğunluğu örgün eğitim kurumlarında eğitim ve öğretim almaktadır. Çocuk ve gençler aktif zamanlarının çoğunu eğitim ve öğretim faaliyetlerinin yürütüldüğü resmi eğitim kurumlarında geçirmektedirler. Eğitim kurumlarının yapısı ve özellikleri birey olamaya başlayan ve gelişme dönemlerindeki öğrencilerin gelecek dönemlerinde önemli bir yere sahiptir. Eğitim kurumlarındaki sınıf ve tesislerdeki elektriksel ve mekaniksel özellikler eğitim öğretimin başarılı olmasında ve aynı zamanda kurumlardaki birim maliyetten elde edilen faydanın sağlanmasında büyük önem arz etmektedir. Türkiye’de devlet bütçesi genel olarak incelendiğinde her yıl en büyük ödenek kaleminin eğitime ayrıldığı gözükmektedir. Ayrılan bu ödenek kaleminin büyük kısmı mevcut eğitim kurumlarının giderleri ve bakımlarına harcandığı gözükmektedir. Elektrik, su ve ısınma giderleri geçmişte olduğu gibi günümüzde de en büyük harcama kalemlerini oluşturmaktadır. Elektrik, su ve ısınma giderlerinde yapılacak enerji verimliliği çalışmaları eğitime ayrılan bütçeden tasarrufu sağlar ve diğer eğitim harcamalarına olanak sağlar. Enerji verimliliği ile karbon ayak izinin de düşmesi sağlanır. Bu çalışmada Bilecik ilinde bulunan eğitim kurumlarında uygulanan elektriksel ve mekaniksel enerji verimliliği çalışmaları incelenecek ve yapılan çalışmaların etkinliği gözlemlenecektir.

Education is one of the top priority policies of all countries. After the great wars of the past, countries started to develop themselves and for this they gave great importance to education. The trained manpower has become the most important factor in the development and progress of countries. The majority of the child and youth population in Turkey receives education and training in formal education institutions. Children and young people spend most of their active time in official educational institutions where education and training activities are carried out. The structure and characteristics of educational institutions have an important place in the future periods of students who are starting to become individuals and in their developmental stages. Electrical and mechanical properties in classrooms and facilities in educational institutions are of great importance in the success of education and at the same time in ensuring the benefit obtained from the unit cost in the institutions. When the state budget in Turkey is examined in general, it appears that the largest appropriation item is allocated to education every year. It seems that most of this allocated appropriation item is spent on the expenses and maintenance of existing educational institutions. Electricity, water and heating expenses constitute the largest expenditure items today, as in the past. Energy efficiency studies on electricity, water and heating expenses will save the budget allocated to education and enable other education expenses. Energy efficiency also reduces the carbon footprint. In this study, electrical and mechanical energy efficiency studies applied in educational institutions in Bilecik province will be examined and the effectiveness of the studies will be observed.
