İsrail'de Likud Partisi'nin Filistin sorununa yaklaşımı (1973-2021)

Abstract

İsrail’in sağ eğilimli siyasi partilerinden biri olan Likud Partisi’nin 1977’ de iktidara gelmesiyle ülkenin kurucu partisi olan İşçi Partisi’nin hâkim olduğu süreç sona ermiştir. Likud’un kuruluşu olan 1973’ten, Binyamin Netanyahu’nun 2021 yılına kadar başbakan olduğu dönemin ele alındığı bu çalışma, Likud Partisi’nin Filistin politikasının nasıl şekillendiğini, bu politikanın zaman içinde nasıl evrildiğini ve İsrail-Filistin çatışmasına olan etkilerini incelemektedir. Araştırma, Likud Partisi’nin ideolojik temellerini, liderlerinin söylemlerini ve uyguladığı politikaları analiz ederek, partinin Filistin sorunundaki temel yaklaşımlarını ortaya koymayı amaçlamaktadır. Tez, tarihsel bir perspektifle Likud’un kurulduğu dönemdeki ve sonraki yıllardaki Filistin politikasını ele alırken özellikle Menahem Begin, İzak Şamir, Ariel Şaron ve Binyamin Netanyahu gibi önde gelen liderlerin politikalarına odaklanmaktadır. Bu çerçevede, Filistin ile ilgili önemli dönüm noktaları ve müzakereler, İsrail’in yerleşim politikaları ve güvenlik stratejileri detaylandırılmaktadır. Ayrıca Likud’un sağ koalisyonlar içindeki rolü ve diğer sağ partilerle olan ilişkileri incelenerek, partinin genel sağ blok içindeki konumu değerlendirilmiştir. Bu çalışma Likud Partisi’nin Filistin sorununa bakışını değerlendirerek, partinin İsrail siyasetindeki sürekliliğini ve değişimini anlamayı hedeflemektedir. Bu çalışma, İsrail’de sağ partilerin Filistin sorununa yaklaşımının nasıl şekillendiği ve Likud Partisi’nin bu süreçteki rolü üzerine önemli katkılar sunmayı amaçlamaktadır.

With the Likud Party, one of Israel's right-leaning political parties, coming to power in 1977, the era of the country's founding party, the Labor Party, came to an end. This study, which examines the period between the founding of the Likud Party in 1973 and Binyamin Netanyahu's rule in 2021, examines how the Likud Party's Palestine policy was shaped, how this policy evolved over time, and its impact on the Israeli-Palestinian conflict. By analyzing the ideological foundations of the Likud Party, the discourses of its leaders and the policies implemented by them, the study aims to reveal the party's main approaches to the Palestinian question. The thesis examines Likud's Palestine policy at the time of its establishment and in the following years from a historical perspective, focusing particularly on the policies of prominent leaders such as Menahem Begin, Izak Shamir, Ariel Sharon and Binyamin Netanyahu. In this framework, it details key Palestinian milestones and negotiations, Israel's settlement policies and security strategies. In addition, Likud's role in right-wing coalitions and its relations with other right-wing parties are analyzed to assess the party's position within the overall right-wing bloc. This study aims to understand the continuity and change of the Likud Party in Israeli politics by evaluating its impact on the Palestinian issue. In this context, it aims to provide important contributions on how the approach of right-wing parties in Israel to the Palestinian issue has been shaped and the role of the Likud Party in this process.
