Temettuât defterlerine göre Devrekâni Kazası (1844-1845)

Abstract

Bu çalışma, Tanzimat Dönemi vegi reformları çerçevesinde tutulan temettuât defterlerine dayanarak, 1844-1845 (H.1260-1261) yıllarında Bolu Eyaleti’ne bağlı Kastamonu Kaymakamlığı’nda yer alan Devrekâni Kazası’nın sosyo-ekonomik yapısını ortaya koymayı amaçlamaktadır. Araştırmada nicel tarihsel doküman analizi yöntemi benimsenmiş; veri kaynağı olarak T.C. Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivi’ndeki ML.VRD.TMT.d. tasnifinde kayıtlı 14 divana ait temettuât defterleri kullanılmıştır. Defterlerdeki hane eksenli kayıtlar; nüfus büyüklüğü, meslek dağılımı, tarımsal ürün çeşitliliği ve miktarı, hayvan varlığı ile gayrimenkul gelirleri açısından sınıflandırılarak analiz edilmiş ve dönemin iktisat tarihi literatürüyle mukayeseli olarak değerlendirilmiştir. Elde edilen veriler, Devrekâni Kazası’nın 14 divan, 107 köyden oluştuğunu, toplam 1.071 hanede yaklaşık 5.355 kişinin yaşadığını göstermektedir. Divanlar arasında kayda değer farklılıklar bulunmakta olup; bölge ekonomisinin temelini tarım ve hayvancılığın oluşturduğu, vergi gelirlerinin mezru tarlalardan elde edilen hasılata ve hayvan varlığına dayandığı tesbit edilmiştir. Mevcut çalışma, temettuât defterlerinin yalnızca birer vergi kaydı olmadığını, aynı zamanda dönemin sosyo ekonomik yapısını aydınlatan birer mikro tarih kaynağı olduğunu Devrekâni özelinde kanıtlamakta ve bölgenin iktisadi ve kültürel tarihi üzerine yapılacak karşılaştırmalı çalışmalara önemli bir veri tabanı sağlamaktadır.

This study reconstructs the socio-economic profile of the Devrekâni District (Kaza), situated within the Kastamonu Sub-province (Kaymakamlık) of the Bolu Province (Eyalet), during the fiscal years 1844-1845 (H.1260-1261), based on systematic examination of the Temettuât (income and property) registers compiled under the Tanzimat-era fiscal reforms. Adopting a quantitative historical document analysis methodology, the research draws upon fourteen (14) registers from the ML.VRD.TMT.d. classification held in the Ottoman Archives of the Presidency of the Republic of Türkiye State Archives. The household-level (hane) data contained in these registers were disaggregated and analysed across multiple variables, including household size, occupational distribution, diversity and volume of agricultural output, livestock endowment and immovable property revenues. The findings were then evaluated comparatively against the extant economic history literature of the period. The analysis reveals that the Devrekâni District comprised fourteen (14) sub-districts (divan) and one hundered and seven (107) villages, with a total population of approximately 5,355 individuals residing across 1,071 households. The dataset shows notable inter-divisional disparities. The evidence firmly establishes that the regional economy was predominantly agrarian and pastoral, with tax income primarily derived from the agricultural yield (hasılat) of cultivated arable land and from livestock holdings. Consequently, this study demonstrates that the Temettuât registers are not merely fiscal ledgers but invaluable micro-historical sources thet illuminate the broader socio economic fabric of the period. By providing a granular empirical baseline for Devrekâni, the present research contributes a critical database for future comparative studies on the economic and cultural history of the Kastamonu region and the wider Ottoman rural sphere.
