Türkiye'nin küresel siyasetinde kamu diplomasinin rolü

Abstract

Uluslararası ilişkilerde küreselleşmeyle beraber ülkeler ve toplumların birbirleriyle olan ilişkilerinde değişimler yaşanmış, dış siyasette de geleneksel diplomasinin yanı sıra yeni bir sistem olarak kamu diplomasisi ortaya çıkmaya başlamıştır. 1990 yıllar sonrası Türkiye’de kamu diplomasisi olarak isimlendireceğimiz kurum ve kuruluşların ortaya çıkışı ve 2002 yılı sonrası kurumsal yapılanmaların hızlanmasıyla Türkiye’nin geleneksel diplomasisinde dönüşüm yaşanmaya başlamıştır. Kamu diplomasisi faaliyetleriyle dış politikanın oluşturulması ve yürütülmesinde önemli bir role sahiptirler. Türkiye; medeniyet değerleri, tarihi birikimi ve gelecek vizyonu ile eğitim, bilim, sanat, kültür vb. sahip olduğu yumuşak güç vasıtalarının etkili bir biçimde kullanabildiğinde ve bu yönde stratejik plan oluşturup uygulayabildiğinde; kamu diplomasisinin ülkeye sağlayacağı imkân ve fırsatlardan da en üst seviyede yararlanmış olacaktır. 21.yüzyılda Türkiye’nin stratejik hedeflerine varabilmesi ve Türkiye’nin cazibe merkezi olan bir ülke durumuna gelebilmesi ve küresel rekabette var olması için kamu diplomasisi büyük imkân ve fırsatlar sunmaktadır. Kamu diplomasisi dış politikanın oluşturulması ve yürütülmesinde büyük önem ve role sahiptirler.

With globalization in international relations, there have been changes in the relations of countries and societies with each other, and public diplomacy has begun to emerge as a new system in foreign policy, in addition to traditional diplomacy. With the emergence of institutions and organizations that we will call public diplomacy in Turkey after the 1990s and the acceleration of institutional structuring after 2002, a transformation began to occur in Turkey's traditional diplomacy. Public diplomacy institutions have an important role in the formation and execution of foreign policy through their activities. Türkiye; education, science, art, culture, etc. with its civilizational values, historical background and future vision. When it can use its soft power tools effectively and create and implement a strategic plan in this direction; will benefit from the possibilities and opportunities that public diplomacy will provide to the country at the highest level. Public diplomacy offers great opportunities and possibilities for Turkey to achieve its strategic goals in the 21st century, to become a country that is a center of attraction and to exist in global competition. Public diplomacy institutions have a great importance and role in the formation and execution of foreign policy through their activities.
