Türkiye'de sağlık harcamaları konusunda yapılmış lisansüstü tezlerin değerlendirilmesi

Abstract

Bu çalışmanın amacı Türkiye ’de sağlık yönetimi alanında sağlık harcamaları konusunda yapılmış lisansüstü tezlerin incelenerek pandemi döneminden bu yana sağlık harcamaları konusunda yaşanan değişimler ve gelişmelerin değerlendirilmesidir. Çalışmada 2020 ile 2023 yılları arasında hazırlanmış lisansüstü tezler incelenmiştir. Çalışmada doğrudan sağlık yönetimi alanında yazılmış Yüksek Öğretim Kurumu tez veri tabanından sağlık harcamaları konulu tezler taranmıştır. Tezlerin değerlendirilmesinde epistemolojik belge analizi yöntemi kullanılmıştır. Söz konusu değerlendirmeden önce sağlık yönetimi, sağlık ekonomisi ve sağlık harcamaları gibi kavramların tanımları, çeşitleri ve özellikleri hakkında literatür çalışmaları yapılmıştır. Sağlık harcamaları alanında 2020 ile 2023 yılları arasında toplam 66 tez yazılmıştır. Çalışmaya konu olan sağlık yönetimi alanında sağlık harcamalarını konu alan toplam 12 lisansüstü tez ulusal ve uluslararası çalışmalar doğrultusunda belirlenen çeşitli değişkenlere göre incelenmiştir. Tezlerden bir tanesi 29.02.2024 tarihine kadar kullanımı yazar tarafından kısıtlanmış olması nedeniyle inceleme dışı bırakılmıştır. Araştırma kapsamında incelenen toplam 12 tezin %20’i doktora tezi, %80’i yüksek lisans tezi olarak hazırlanmıştır. Değerlendirilen tezlerin %90’ı Türkçe, %10’u da İngilizce olarak yazılmıştır. Tezlerin %41’i Sağlık Bilimleri Enstitüsü’nde gerçekleştirilmiştir. Tezleri yürüten danışmanların %41’i profesör unvanına sahiptir. İncelemeye alınan tezlerin %100’ünün tam metnine Yüksek Öğretim Kurumu veri tabanından ulaşılabilmektedir. Tezlerin konu dağılımında ilk sırada sağlık harcamaları yer almaktadır. Yapılan bu çalışma ile 2024 yılından itibaren sağlık harcamaları konusunda pandemi dönemine ait olan değişime değinmek isteyecek araştırmacıların tek bir kaynak üzerinden yayımlanmış lisansüstü tezlere ulaşabileceği söylenebilir

The aim of this study is to evaluate the changes and developments in health expenditures since the pandemic period by examining the postgraduate theses on health expenditures in the field of health management in Turkey. In the study, postgraduate theses prepared between 2020 and 2023 were examined. In the study, theses on health expenditures were scanned directly from the thesis database of the Council of Higher Education in the field of health management. Epistemological document analysis method was used in the evaluation of theses. Before the evaluation, literature studies were conducted on the definitions, types and characteristics of concepts such as health management, health economics and health expenditures. A total of 66 theses were written in the field of health expenditures between 2020 and 2023. A total of 12 postgraduate theses on health expenditures in the field of health management, which are the subject of the study, were examined according to various variables determined in line with national and international studies. One of the theses was excluded from the examination because its use was restricted by the author until 29.02.2024. Of the 12 theses examined within the scope of the research, 20% were doctoral theses and 80% were master's theses. Of the theses analysed, 90% were written in Turkish and 10% in English. 41% of the theses were conducted at the Institute of Health Sciences. 41% of the supervisors who conducted the theses had the title of professor. The full text of 100% of the theses analysed can be accessed from the database of the Council of Higher Education. Health expenditures ranked first in the subject distribution of theses.
