Şeyhülislamlığa Ait İki Numaralı Telhis Defteri ve Müderris Atamaları

Abstract

Bu çalışma 19. Yy telhis defterleri üzerinden Osmanlı medrese sistemini incelemekte olup yoğun olarak yapılan atamalar doğrultusunda ilgili döneme ait teşkilat çerçevesini içermektedir. Telhisler kısaca Sadrazam veya daha alt makamlardan padişaha iznini, görüşünü veya emrini almak için yazılan ve konunun özetini içeren yazılardır. Şeyhülislamlık defterleri içerisinde yer alan aynı zamanda çalışmanın konusunu oluşturan telhis defterleri, Bâb-ı Meşihat’tan Bâb-ı Âliye yazılmış olan telhisleri içermekte olup dört adet defterden oluşmaktadır. İlki 1871/1872 (1288) yılına ait olan bu defterler 1922/1923 (1341) yılına kadar kayıtları içermektedir. Araştırmamıza konu edilen iki numaralı telhis defteri 3 Safer 1309 (1891) tarihinde başlayıp 19 Muharrem 1317 (1899) bitmektedir. Telhisler incelendiğinde ilmiye sınıfında yer alan kadıasker, müftü, müderris, vâiz, dersiam, kadı, nâib gibi görevlilerin tayin yerleri, terfi, rütbe atlamaları, görev sürelerinin uzatılmasıyla ilgili kayıtlar bulunmuştur. Bu kayıtlara göre 19. yüzyıl Osmanlı medrese teşkilatı kuruluşundan itibaren bazı ıslahatlar geçirmiş olup ibtidâ-i dâhil ile başlayıp darü’l-hadîs-i süleymâniye müderrisleri ile en yüksek derecesine ulaşan müderrislik dereceleri zaman içinde değişime uğramıştır. Bu değişimi defterler üzerinden göstermeye gayret ettiğimiz çalışmamızda sonuç olarak müderrislik derecelerinin bazı kaynaklarda 8 ila 12 derece arasında sunulduğunu fakat 19. yüzyılda ilmiye teşkilatı içerisinde yer alan telhis defterlerinde bu derecelerin toplamının 12 derece olduğu tespit edilmiştir.

This study examines the Ottoman madrasa system through 19th-century telhis registers, encompassing the organizational framework of the period, reflecting the intensive appointments made. Telhis are simply letters written by the Grand Vizier or lower-ranking officials to the sultan seeking permission, opinion, or order, and providing a summary of the matter. The telhis registers, which are part of the Şeyhülislam registers and constitute the subject of this study, contain telhis from the Sublime Porte to the Sublime Porte and consist of four registers. The first of these registers dates from 1871/1872 (1288) and includes records up to 1922/1923 (1341). Telhis register number two, the subject of our study, begins on 3 Safer 1309 (1891) and ends on 19 Muharram 1317 (1899). An examination of the telhis records revealed records regarding the appointment, promotion, promotion, and term extension of officials within the ilmiye class, such as the judge, mufti, mudarris, preacher, lecturer, judge, and naib. According to these records, the 19th-century Ottoman madrasa organization underwent several reforms since its establishment. The ranks of the mudarris, which began with the ibtidâ-i dahil (internal institution) and reached their highest level with the darü’l-hadis-i suleymaniye mudarris, underwent changes over time. Our study, which attempted to demonstrate this change through the registers, concluded that while some sources present mudarris degrees as 8 to 12 degrees, the total of these degrees in the 19th-century telhis registers within the ilmiye organization was 12 degrees.
