Şeyhülislamlığa ait II numaralı Telhis Defteri'nin transkripsiyon ve değerlendirmesi (vr.2-95)

Abstract

Bu çalışma 19. Yy telhis defterleri üzerinden Osmanlı medrese ve kadılık sistemini incelemekte olup yoğun olarak yapılan atamalar doğrultusunda ilgili döneme ait teşkilat çerçevesini içermektedir. Telhisler kısaca Sadrazam veya daha alt makamlardan padişaha iznini, görüşünü veya emrini almak için yazılan ve konunun özetini içeren yazılardır. Şeyhülislamlık defterleri içerisinde yer alan aynı zamanda çalışmanın konusunu oluşturan telhis defterleri, Bâb-ı Meşihat’tan Bâb-ı Âliye yazılmış olan telhisleri içermekte olup dört adet defterden oluşmaktadır. İlki 1871/1872 (1288) yılına ait olan bu defterler 1922/1923 (1341) yılına kadar kayıtları içermektedir. Araştırmamıza konu edilen II numaralı telhis defteri 3 Safer 1309 (1891) tarihinde başlayıp 19 Muharrem 1317 (1899) bitmektedir. Bu defter içerisindeki ataması yapılan birtakım makamların Osmanlı Devleti’nin klasik döneminden modernleşme dönemine kadar geçirmiş olduğu evreler incelenmiştir.

This study examines the Ottoman madrasa and judicial systems through 19th-century telhis registers, focusing particularly on the appointments made, and includes the organizational framework of the period in question. In brief, telhis were written reports prepared to convey the opinion, view, or order of the Grand Vizier and other higher officials to the Sultan, summarizing the content of a matter. The telhis registers of the Sheikh ul-Islam’s office, which form the main subject of this study, consist of four registers containing telhis written from the Bab-ı Meşihat to the Bab-ı Ali. The first of these registers, dating to 1871/1872 (1288 AH), contains records extending up to the year 1922/1923 (1341 AH). The telhis register number two, which is the subject of our research, begins on 2 Safar 1309 (1891) and ends on 19 Muharram 1317 (1899). This register includes the appointments made by certain offices, and the study examines the stages these appointments went through from the classical period of the Ottoman Empire to the modernization period.
