Doğu Akdeniz enerji politikasının Türk dış politikasına etkisi

Abstract

Bu çalışma Doğu Akdeniz’deki yeni egemenlik mücadelesini ve bu mücadelenin bölgesel ve küresel etkileri ile Türk dış politikasına yansımaları sorgulanmaktadır. Bu çerçevede denizlerdeki yeni egemenlik mücadelesinin adı olarak ortaya çıkan MEB (Münhasır Ekonomik Bölge) kavramı ile Amerikan Jeolojik Araştırmalar Kurumu (USGS)’nun 2010 yılında Doğu Akdeniz’deki petrol ve doğalgaz rezervlerine dair raporunu yayınlamasının, Doğu Akdeniz’de enerji merkezli olarak ortaya çıkan yeni jeopolitiğe olan etkisi üzerinde durulmuştur. Konunun hukuki ve teknik boyutlarının hem çok hacimli olması hem de güce dayalı politika üretiminde çok fazla dikkate alınmaması sebebiyle, konuyu dağıtmamak adına çok fazla teknik ve hukuki ayrıntıya girilmemiştir. Enerjiye bağlı yeni jeopolitiğin küresel ve bölgesel konumlanma üzerine etkisi çalışmanın çıkış noktasını oluşturmaktadır. Buna bağlı olarak bu yeni jeopolitikte, Türkiye’nin bölgesindeki devletlerle ve küresel güçlerle olan ilişkileri ve bu ilişkilerdeki değişim çalışmanın merkezinde yer almıştır. Ayrıca, güce dayalı yeni jeopolitikte uluslararası kurumların ve hukukun bağlayıcılığı sorgulanmış, medeniyeti oluşturan temel insani değerlerden ziyade ekonomik çıkarların jeopolitik değişimdeki etkisi vurgulanmıştır.

This study questions the new struggle for sovereignty in the Eastern Mediterranean and the regional and global effects of this struggle and its reflections on Turkish foreign policy. In this context, the concept of EEZ (Exclusive Economic Zone), which emerged as the name of the new struggle for sovereignty in the seas, and the publication of the report on oil and natural gas reserves in the Eastern Mediterranean by the American Geological Survey (USGS) in 2010, led to a new energy-centered development in the Eastern Mediterranean. Its impact on geopolitics was emphasized. Since the legal and technical aspects of the subject are both very voluminous and are not taken into consideration much in power-based policy production, too many technical and legal details have not been included in order not to distract the subject. The impact of new energy-related geopolitics on global and regional positioning constitutes the starting point of the study. Accordingly, in this new geopolitics, Turkey's relations with the states in its region and global powers and the changes in these relations are at the center of the study. In addition, in the new power-based geopolitics, the binding nature of international institutions and law has been questioned, and the impact of economic interests on geopolitical change rather than the basic human values that constitute civilization has been emphasized.
