Bilecik kırsalı suç coğrafyası (2010-2019)

Abstract

Bilecik, Marmara Bölgesi’ni İç Anadolu ve Akdeniz’e bağlayan önemli bir kara ve demiryolu geçiş güzergahında yer almaktadır. Bu özelliğinden dolayı, Bilecik kırsalında suç olaylarının zaman ve mekâna göre dağılışının bilinmesi çalışmanın temel amacını oluşturmaktadır. Çalışma, kırsal bir alanda 10 yıl gibi uzun bir süreçteki suç değişkenliğini ortaya koyması, suç türlerinin hangi mekan ve zamanda yoğunlaştığının irdelenmesi, literatürde şehirsel suç araştırmalarına göre daha az sayıda çalışılan kırsal suç araştırmalarına katkı sağlaması ve kır kolluğuna detaylı bir analiz sunarak suçun anlaşılmasını kolaylaştırması bakımından önemlidir. Öncelikle çalışmada, Bilecik kırsalında meydana gelen suçlar amaca yönelik tasniflemeye tabi tutulmuş, kişlere, malvarlığına ve diğer suçlar başlıkları altında toplanmıştır. Ayrıca genel suç dağılımı ile yetinilmeyip kırsala özgü suç işleme nedenlerine bağlı suç konusu da ele alınmıştır. Konu; kırsal yerleşim alanlarına suç dağılımının irdelenmesi sonucu mekânsal boyutuyla; yıl, mevsim, ay, gün ve saat bazında yapılan incelenmeye dair de zamansal boyutuyla ele alınmıştır. Çalışmanın evrenini Bilecik İl Jandarma Komutanlığı sorumluluk alanı, materyalini ise bu alanda 2010-2019 yılları arasında meydana gelen suç istatistikleri oluşturmuştur. Çalışmada araştırma yöntemlerinden "Sıralı Karma Desen" kullanılmış, elde edilen veriler ArcGIS 10.2 programında değerlendirilerek haritalandırılmıştır. Çalışma sonucunda; Bilecik kırsalında türüne göre suçların mekânsal ve zamansal boyutta değişkenlik gösterdiği, suçların açık alan arazi kullanımı ve sosyalleşmenin arttığı yaz ayları hafta sonu gündüz saatlerinde daha çok meydana geldiği, İstanbul-Antalya karayolu boyunca uzanan yerleşmelerde suçların sıcak noktalar oluşturduğu, karayolu hatlarından uzaklaştıkça suç olayının azaldığı, bazı suçların sosyalleşmeden, bazılarının ise tenhalıktan beslendiği, mekân kullanımındaki değişikliğin (YHT, HES inşaatları gibi) dönemsel suç etkisi yarattığı, artan veya azalan nüfus eğilimleri ve değişen demografik yapının suç artış ve azalışına etken olduğu, yükseltinin artmasına paralel olarak suç sayı ve çeşitliliğinin de azaldığı, ekonomik yapının güçlenmesi ile suçun da çeşitlendiği tespit edilmiştir. Çalışma sonunda ise kolluk kuvvetlerine genel ve Bilecik kırsalı özelinde önerilerde bulunulmuştur.

Bilecik is located on an important road and railway transit route connecting the Marmara Region to Central Anatolia and the Mediterranean. Because of its this feature, knowing the distribution of crime events in Bilecik rural according to time and space constitutes the main purpose of the study. The study is important in terms of revealing the variability of crime in a long period of 10 years in a rural area, examining the place and time of the crime types, contributing to studies about rural crimes, which is less studied than urban crime research in the literature, and facilitating the understanding of crime by providing a detailed analysis to the rural police. In this study, firstly, the crimes that occurred in the Bilecik countryside were classified according to their purposes then they were grouped under the titles of crimes against people, assets and other crimes. In addition, the study is not contented with the general crime distribution, but also the subject of crime related to the reasons for committing crimes specific to rural areas is discussed. Subject; As a result of examining the reasons for the distribution of crime in rural settlements, with its spatial dimension; In this study, the temporal dimension of the analysis made on the basis of year, season, month, day and hour is also discussed. The universe of the study was the responsibility area of Bilecik Provincial Gendarmerie Command, and the material was the crime statistics between 2010-2019 in this area. "Sequential Mixed Pattern", one of the research methods, was used in the study, and the obtained data were evaluated and mapped in ArcGIS 10.2 program. In the results of working; In the rural areas of Bilecik, It has been determined that crimes vary in spatial and temporal dimensions according to their type, crimes occur more frequently during the daylight hours on weekends in summer months when public area use and socialization increase, where crimes form hot spots in settlements along the Istanbul-Antalya highway, and the crime rate decreases as you move away from the highway lines, some crimes feed on socialization and some on seclusion, the change in the use of public areas creates a periodic crime effect, increasing or decreasing population trends and changing demographic structure are factors in the increase and decrease in crime, and parallel to the increase in altitude, the number and diversity of crimes decrease, with the strengthening of the economic structure, crime has also diversified. At the end of the study, suggestions were made to the general law enforcement officers and those who work in Bilecik rural.
