Genelin Yerelden Okunması: 1951 Ara Seçimleri ve Bilecik

Abstract

Türk Siyasi Tarihinin kırılma noktalarından biri olan çok partili hayata geçiş, her ne kadar Demokrat Parti (DP) ile olmamışsa da bu partiyi kuranların Cumhuriyet Halk Partisi (CHP) içindeki muhalif tutumlarıyla başlamıştır. 1945’in haziran ayında verdikleri takrirle yol ayrımına gelen Demokratlar, 1946 yılının ilk ayında partili muhalefete geçmişlerdir. Aynı yıl içinde yapılan genel seçimler neticesinde ana muhalefet partisi olduğunu kanıtlayan DP, 1950 Genel Seçimleriyle iktidar partisi olmuştur. Her ne kadar farklı partiler Türk siyasetinde görünmeye başlamışsa da ellili yıllarda politik hareketlilik bu iki parti üzerinden şekillenmiştir. İktidarla muhalefet mücadelesinin örneklerini hemen her sahada gösteren DP ile CHP’nin buna yönelik bir karşı karşıya gelişi de 1951 senesinin yaz ayları itibariyle yaşanmıştır. 16 Eylül 1951’de gerçekleşen ara seçimlerle ilgili çalışmaların başlamasıyla kendini gösteren bu restleşme, seçimin sonrasında da devam etmiştir. 1950 Genel Seçimlerinde birden fazla yerden aday olan ve seçilen siyasilerin tercihlerini belirlemesi neticesinde boşta kalan veya vefat dolayısıyla boşalan milletvekillikleri için yapılan bu ara seçimlerde öne çıkan yerlerin başında Bilecik gelmektedir. Seçim sürecinde gözlerin en fazla çevrildiği yer olan Bilecik’in bu denli önemli olmasının sebebi ise aday gösterilen kişilerdir. Özellikle CHP’nin, partinin genel sekreteri olan Kasım Gülek’i aday göstermesiyle odak noktası olan Bilecik’te iktidarın adayını ise Bilecikliler belirlemiştir. İl ve ilçe teşkilatlarının seçmesi ve merkezin onayıyla DP’nin adayı, askeri kimliğiyle öne çıkan Korgeneral Yümnü Üresin olmuştur. Seçim sürecinde pek çok milletvekilinin ve bakanın sıkça uğradığı Bilecik’te bu dönemde bazı usulsüzlüklerle ve adli vakalarla da karşılaşılmıştır. Bu süre zarfında ulusal basının gündeminden düşmeyen Bilecik’te kazanan taraf DP olurken Yümnü Üresin’in seçilmesine yönelik itirazların ortaya çıkması seçimin akabinde iktidar-muhalefet mücadelesini devam ettirmiştir.

The transition to multi-party life is one of the breaking points in Turkish Political History. The Democratic Party (DP) did not initiate this period. But Multi-Party Life began with the opposing attitudes of the founders of the Democratic Party within the Republican People’s Party (CHP). The Democrats came to a crossroads with the motion they submitted in June 1945. Democrats founded their party in the first month of 1946. Proving to be the main opposition party as a result of the general elections held in the same year, DP became the ruling party with the 1950 General Elections. Although different parties began to appear in Turkish politics, political movement in the fifties was shaped by these two parties. The DP and CHP, which showed examples of the struggle between the government and the opposition in almost every field, came face to face in this regard in the summer of 1951. This showdown, which began with the start of work on the midterm elections held on September 16, 1951, continued after the elections. The 1951 Midterm Elections were held for the vacant seats of parliament that remained vacant as a result of the politicians who were candidates and elected from more than one place in the 1950 General Elections and determined their preferences or due to deaths. Bilecik is one of the prominent places in these by-elections. This city has gained importance due to the candidates from Bilecik. Especially after CHP nominated Kasım Gülek, the general secretary of the party, all eyes turned to Bilecik. The candidate of the DP, with the selection of the provincial and district organizations and the approval of the center, was Lieutenant General Yümnü Üresin, who stands out with his military identity. Many MPs and ministers visited Bilecik during the election period. During this period, irregularities and judicial cases were encountered in Bilecik and Bilecik has not been off the agenda of the national press. The winning party in the election in Bilecik was DP. But there were objections to Üresin's election. For this reason, the government-opposition struggle continued in Bilecik after the election.
