Tarım sektöründe iş sağlığı ve güvenliği uygulamaları : Eksiklikler ve öneriler

Abstract

Tarım sektörü insanlığın gıdaya olan ihtiyacının gün geçtikçe artmasına bağlı olarak tarımsal rekabetin ve sürdürülebilirliğin önem arz ettiği bir sektördür. Ekonomik, sosyal, kültürel ve demografik açıdan yüklendiği misyon nedeniyle toplumun omurgasını oluşturan bir yapıya sahiptir. Özellikle ekonomik ve sosyal açıdan taşıdığı önem bu sektörü politik ve stratejik açıdan kritik hale getirmekte, kırsal kalkınma ve ulusal refahın sağlanması da dahil sektörel aksiyonlar nedeniyle tarım sektörü ön plana çıkmaktadır. Tarımsal sürdürülebilirliği sağlayarak tarım potansiyelimizi ve kapasitemizi arttırma sürecinde ülkemiz insanına yeterli, güvenilir ve sürekli gıda temini de önem arz etmektedir. Bu süreçte ekonomik ve teknolojik gelişmeler ile sektörün dinamik yapısı tarım çalışanlarının iş ve çalışma koşullarını, buna bağlı olarak çalışma hayatı ve yaşam standartlarını etkilemektedir. Ülkemizde tarımsal üretimin mevsimlik olarak değişkenlik göstermesi, tarım çalışanlarının emek yoğun olarak çalışması ve işgücünde kadın çalışanlar gibi özel risk gruplarının da yoğun olarak bulunması gibi nedenlere bağlı olarak sektörde ulaşım, barınma, sağlık kontrolleri, hijyen ve iş sağlığı ve güvenliğine ilişkin birtakım sorunlar ortaya çıkabilmektedir. Bu sorunların çözümünde risk değerlendirmesi anlayışı ile sorunların çözümüne yönelik somut araştırma geliştirme çalışmalarının hayata geçirilmesi ve tarımsal gelişim politikası ile iş sağlığı ve güvenliği politikalarının entegrasyonu mecburidir. 6331 sayılı İş Sağlığı ve Güvenliği Kanunu ile tarım çalışanları iş sağlığı ve güvenliği yasal haklara sahip olmuştur. Temel amaç koruyucu ve önleyici anlayışla çalışanların iş kazası veya meslek hastalığına maruz kalmasının önüne geçilmesi, risklerin minimize edilmesi ve refahın arttırılmasıdır. Buna yönelik olarak 26 üyeden oluşan Ulusal İş Sağlığı ve Güvenliği Konseyi üyelerinin de katkıları ile 2014-2018 Dönemi Ulusal İş Sağlığı ve Güvenliği Politika Belgesi ve Eylem Planı hazırlanmış, buradaki temel hedeflerden birisi de “Kamu ve tarım sektörlerinde iş sağlığı ve güvenliğinin geliştirilmesine yönelik faaliyetlerin artırılması” olarak belirlenmiştir. İş sağlığı ve güvenliği açısından pek çok farklı risklerin söz konusu olduğu tarım sektörünün mevcut durumunun analizi ve gerekli çözüm önerilerinin de sunulduğu rehberin tüm tarım sektörü çalışanlarına, işverenlerine ve sektörün parçası olan taraflara faydalı olması temenni edilmektedir.The agricultural sector is a sector in which agricultural competition and sustainability are important, as humanity's need for food is increasing day by day. Due to its economic, social, cultural and demographic role, it forms the backbone of society. In particular, its economic and social importance makes this sector politically and strategically critical, and the agricultural sector is coming to the fore through sectoral policies, including rural development and ensuring national prosperity. In enhancing our agricultural potential and capacity by ensuring agricultural sustainability, adequate, reliable and continuous supply of food to the people of our country is also important. In this process, economic and technological developments and the dynamic structure of the sector affect the labour and employment conditions of those working in agriculture and, accordingly, their working lives and living standards. In our country, some problems may arise in this sector in terms of transport, accommodation, health controls, hygiene and occupational health and safety. The reasons for this are the seasonal fluctuations in agricultural production, the labour-intensive nature of the work of agricultural workers and the high presence of special risk groups such as female workers in the workforce. In solving these problems, it is imperative to conduct concrete research and development studies aimed at solving the problems with the understanding of risk assessment and the integration of agricultural development policies and occupational health and safety policies. With Law No. 6331 on Occupational Health and Safety, agricultural workers have a legal right to occupational health and safety. To this end, the National Occupational Health and Safety Policy Document and the Action Plan for the period 2014-2018 were drawn up with the participation of the members of the National Council for Health and Safety at Work, which consists of 26 members. One of the main objectives is to "strengthen activities to improve health and safety at work in the public and agricultural sectors" ” was defined. It is hoped that the guide, which analyses the current situation of the agricultural sector, in which there are many different risks related to health and safety at work, and provides the necessary proposals for solutions, will be useful for all employees in the agricultural sector, employers and parties that are part of the sector.
