Türkiye'de savunma harcamalarının ekonomik büyüme üzerindeki etkisi: 2006-2026

Abstract

Bu çalışmada Türkiye’de savunma harcamalarının ekonomik büyüme üzerindeki etkisi 2006: Q1–2026Q1 dönemi için incelenmiştir. Çalışmanın temel amacı, savunma harcamalarının ekonomik büyüme üzerindeki etkilerinin ekonometrik analiz yöntemleriyle incelemektir. Analizde kullanılan veriler Türkiye Cumhuriyet Merkez Bankası Elektronik Veri Dağıtım Sistemi’nden elde edilmiştir. Savunma harcamaları “sav” değişkeninin ve gayri safi yurtiçi hasılaya milli hâsıla “gsyih” değişkeninin bir önceki cari döneme göre artış oranı dikkate alınmıştır. Savunma harcamaları değişkeni, Milli Savunma Bakanlığı, Jandarma Genel Komutanlığı, Emniyet Genel Müdürlüğü’nün mal ve hizmet alım giderlerinden oluşmaktadır. Çalışmada öncelikle değişkenlerin durağanlık düzeyleri Augmented Dickey-Fuller ve Phillips-Perron birim kök testleri ile incelenmiştir. Birim kök testi sonuçlarına göre savunma harcamaları değişkeninin düzeyde durağan, gayri safi yurtiçi hasıla değişkeninin ise birinci farkı alındığında durağan olduğu tespit edilmiştir. Değişkenlerin farklı düzeyde durağan olması, bağımlı değişkenin I(1) ve bağımsız değişkenin I(0) olması nedeniyle analizde ARDL sınır testi yaklaşımı kullanılmıştır. En uygun gecikme uzunluğunun belirlendiği ARDL(4,2) modeli ile değişkenler arasındaki uzun dönemli ilişki sınır testi ile incelenmiştir. Elde edilen bulgulara göre, ARDL sınır testi sonucunda hesaplanan F-istatistiğinin kritik alt sınır değerin altında kalması nedeniyle, savunma harcamaları ile ekonomik büyüme arasında uzun dönemli eşbütünleşme ilişkinin olduğu sonucu tespit edilmiştir.

This study examines the effect of defense expenditures on economic growth in Türkiye for the period 2006:Q1–2026:Q1. The main purpose of the study is to analyze the effects of defense expenditures on economic growth using econometric methods. The data used in the analysis were obtained from the Electronic Data Delivery System of the Central Bank of the Republic of Türkiye. The defense expenditure variable, denoted as “sav”, and the gross domestic product variable, denoted as “gsyih”, were considered in terms of their growth rates compared to the previous current period. The defense expenditure variable consists of the goods and services procurement expenditures of the Ministry of National Defense, the Gendarmerie General Command, and the General Directorate of Security. In the study, the stationarity levels of the variables were first examined using the Augmented Dickey-Fuller and Phillips-Perron unit root tests. According to the unit root test results, the defense expenditure variable was found to be stationary at level, while the gross domestic product variable became stationary after taking its first difference. Since the variables were stationary at different levels, with the dependent variable being I(1) and the independent variable being I(0), the ARDL bounds testing approach was employed in the analysis. Using the ARDL(4,2) model, in which the optimal lag length was determined, the long-run relationship between the variables was examined through the bounds test. According to the findings, since the F-statistic calculated from the ARDL bounds test remained below the lower critical bound, it was concluded that there is no long-run cointegration relationship between defense expenditures and economic growth.
