Bosna Eyaleti’nde Dubrovnikliler, Faaliyetleri, Karşılaştıkları Problemler ve İlgili Fermanlar (1712- 1740)

Abstract

Osmanlı Balkanlarının en önemli serhad eyaletlerinden biri olan Bosna, sınır komşusu olan ve haraçgüzarlığı münasebetiyle Osmanlı İmparatorluğu’na tâbi hükümetler arasında yer alan Dubrovnik Cumhuriyeti ile yüzyıllar boyunca siyasî, iktisadî, diplomatik, sosyal ve hukukî ilişkiler içerisinde olmuştur. Geç Orta Çağ’da ve Yeni Çağ’ın ilk yüz yılında Batı Balkanlarda cereyan eden uluslararası ticaretteki üstünlüğünü sürdüren Dubrovnikliler, hem Osmanlı himayesi altında olmaları hem de imtiyazlı statüleri sayesinde bölgede kurmuş oldukları ticarî ağları kesintiye uğramadan sürdürebilmişlerdi. Bu sayede Dubrovnikli tüccar sınıfı, Osmanlı İmparatorluğu’nun provizyonist siyaseti doğrultusunda kendi gümrüklerinin iltizamını üzerlerine almış ve ayrıca birçok vergi kaleminden de muafiyete sahip olmuştu. Bahsi geçen istisnaî imtiyazların desteğiyle Dubrovnikliler, 16. yüzyılın sonlarına kadar Batı Balkan ticaretinin fiilî tekelini kendilerinde tutabilmişlerdi. 1550’li yıllardan itibaren tüm Balkanlarda örnekleri görüldüğü üzere, Osmanlı siyasî ve ekonomik istikrarının bir yansıması ve doğal bir sonucu olarak Bosna’nın yerel tüccar sınıfının zenginleştiği ve etki alanını genişleterek eyalet ve bölge çapındaki birçok ticaret kaleminde önce Dubrovniklilerle rekabet edecek seviyeye geldiği, ardından da rakibini ekarte ettiği görülmektedir. Boşnak tüccarın bu gelişim seyrinin ticaretin faal olduğu birçok şehir ve limanda sürtüşmelere sebep olduğu, Osmanlı’nın taşra idarecilerinin, güvenlik görevlilerinin ve vergi tahsildarlarının yerli unsurların yanında yer almasıyla süreçlerin Dubrovnikli tacirlerin aleyhine bir yol izlediği mevcut arşiv belgeleri, ana kaynaklar ve birtakım çalışmalar özelinde kayda geçmiştir.

Bosnia, one of the most important border provinces of the Ottoman Balkans, has had political, economic, diplomatic, social and legal relations with the Republic of Dubrovnik, which is a neighbor and among the governments subject to the Ottoman Empire due to its tributary status, for centuries. The people of Dubrovnik, who maintained their dominance in international trade in the Western Balkans during the Late Middle Ages and the first century of the New Age, were able to maintain the commercial networks they had established in the region without interruption, thanks to both being under Ottoman protection and their privileged status. In this way, the Dubrovnik merchant class took over the tax-farming of their own customs in line with the provisionist policy of the Ottoman Empire and also gained exemption from many taxes. With the support of these exceptional privileges, the Dubrovnik people were able to maintain a de facto monopoly of Western Balkan trade until the end of the 16th century. As seen throughout the Balkans from the 1550s onwards, as a reflection and natural consequence of Ottoman political and economic stability, the local merchant class of Bosnia became richer and expanded its sphere of influence, reaching a level where it could first compete with the people of Dubrovnik in many trade items across the province and region, and then later eliminate its rival. Existing archival documents, primary sources and some studies have documented that the development of the Bosnian merchants caused friction in many cities and ports where trade was active, and that the processes took a path against the Dubrovnik merchants, as the Ottoman provincial administrators, security officers and tax collectors sided with the local elements. In our study, within the framework of the provisions determined in the mentioned sources, the activities of Dubrovnik people who were active in the Bosnian province between 1712 and 1740, which constitutes the time limit of the subject, the problems they encountered with the Ottoman administrative class or civilian elements, the judicial events that took place, and the solution processes through the decrees sent as a result of their transfer to the Ottoman capital were evaluated.
