18. yüzyıla ait telhis, takrir ve buyuruldu mecmuası

Abstract

Münşeat mecmuaları, Osmanlı tarihi araştırmaları için büyük ölçüde kaynak malzemesi ihtiva eder. Bu çalışmaya konu teşkil eden mecmuanın, müellifi ve kaleme alındığı tarih tam olarak tespit edilememektedir. Eserin tertip tarzından, müellifin, artık XVIII. asırda devlet idaresinde Divân-ı Hümâyûn’un yerini almış olan Paşakapısı’ndan çıkan temel belge türlerini, yani telhis, takrir ve buyuruldu suretlerini bir araya getirmeye çalıştığı müşahede edilmektedir. Mecmuadaki telhislerin bazıları Râgıb Paşa’ya aitken, diğer telhis, takrir ve buyurulduların önemli bir kısmının kime ait olduğu tespit edilememektedir. Mecmua, dönemin önemli devletlerarası hadiselerine dair belge suretlerini barındırdığı gibi sarayın gündelik hayatı ile ilgili dinî ve resmî merasimlere dair belge suretlerine de yer vermiştir. Mecmuanın bölümleri kendi içerisinde düzenlidir diyebiliriz. Devrin siyasi hadiselerine dair Mehmed Râgıb Paşa’ya ait telhis suretleri birbiri ardına sıralanmıştır. Sarayın günlük hayatı hakkında bilgi verilecek bölümler de kendi içinde bir bütünlük arz etmektedir. Meselâ nevrûzdan bahsedilip hemen ardından nevrûzda içilen şerbet ve baharda yapılan fasd-ı hümâyûndan yani padişahın hacamat yaptırtmasından bahsedilmiştir. Padişahın sahilsaraylara yaptığı nakl-i hümâyûnlar, binişler, teşrifler, halvetler ile ilgili belge sûretlerinin birbiri ardına verildiği görülmektedir. Top dökümü, donanmanın denize uğurlanması, denize kalyon indirilmesi, sandalı hümâyûn yapımı, kandiller, Ramazan ve Kurban bayramları merâsimleri; padişahın hastalıktan kurutulması tebrikleri vs. dair belge suretleri de yine mecmuada yer almaktadır.

Periodicals of Münşeat contain a considerable amount of resource material for Ottoman history researches. The author and publication date of the periodical which constitutes the subject of this research couldn’t be exactly determined. The style of the periodical has given the impression that the author tried to put together the types of documents, namely the examples of epitomising, reporting and imperative scripts that were produced by Paşakapısı, which took the place of Divân-ı Hümâyûn in state administration throughout the 18th century. While some of the epitomising belonged to Râgıb Paşa, the owners of many of other epitomising, reports and imperative scripts couldn’t be detected. In addition to containing the document copies related to important interstate affairs of the era, the periodical also included document copies of religious and formal ceremonies about daily life in the palace. It may be suggested that the sections of the periodical are well-organised within itself. The copies of epitomising about the political affairs of the era that were belonged to Mehmed Râgıb Paşa were successively arranged. The sections that inform us about the daily life in the palace were also successively arranged. For instance, following a referring to the Nowruz festival, the sorbet drunk in Nowruz and fasd-ı hümâyûn (making cupping to the sultan) were mentioned. It is observed that the document copies of nakl-i hümâyûn (sultan’s change of residence, e.g.: to pass the summer), horse ridings, visits and seclusions to the waterfront residences were given successively. The document copies of the ceremonies of cannon casting, sending off the fleet to open seas, launching galleons to sea, sultanate boat construction, holy nights, eid al-fitr and eid al-adha, celebrations of sultan’s recovery and etc. were also placed into the article.
