Rus Dış Politikasının Batı’da Yansıması: Rusofobi

Abstract

Günümüzde yabancı düşmanlığı gün geçtikçe saldırganlığını arttıran bir tutum haline gelmiştir. Toplumların kendilerine yabancı olarak tanımladıkları gruplara karşı beslediği zenofobik duygular, hâlihazırda var olan etnik, dini, kültürel ve ırkçı önyargılar temelli gelişmektedir. Bu önyargıdan kaynaklanan korku zaman zaman karşıtlık duyulan gruba karşı saldırgan uygulamaların artmasına neden olmaktadır. Bu bağlamda Rus tarihinden kaynaklanan önyargı ve Rusya’nın bugün dış dünyaya karşı sürdürdüğü politik tutumun arttırdığı Rus karşıtı duygular, bazı dönemlerde saldırgan bir boyuta ulaşmaktadır. Çalışmada Rus karşıtlığının ortaya çıkmasında etkili olan faktörlerin neler olduğu sorusundan hareketle Rusofobinin ortaya çıkışı ve günümüzdeki gelişimi üzerinden bir analiz amaçlanmıştır. Bu bakımdan öncelikle Rusofobik duyguların tarihsel gelişimi ortaya konulmuş ve toplumların zihniyetinin tarihsel deneyimlerinden büyük ölçüde etkilendiği savı doğrultusunda, Rus tarihindeki olumsuz devlet imajına neden olan politikalara örnekler verilmiştir. Ardından Rusofobinin hedef aldığı “Rus Dünyası”nın, Sovyetlerin dağılması ardından belirlenen formunun kapsam alanı ortaya konulmuştur. Bu doğrultuda Rus Dünyası söylemi üzerinden belirlenen dış politika kararlarının Ruslara karşı kaygının artmasına ve Rusların tehdit olarak algılanmasına neden olduğu ileri sürülmüştür.

Today, xenophobia has become an attitude that increases its aggression day by day. The xenophobic feelings of societies towards groups they define as foreign to them develop on the basis of existing ethnic, religious, cultural and racial prejudices. The fear arising from this prejudice sometimes leads to an increase in aggressive practices against the opposing group. In this context, the prejudice stemming from Russian history and the anti-Russian sentiments increased by Russia's current political attitude towards the outside world reach an aggressive dimension in some periods. In the study, it is aimed to analyze the emergence of Russophobia and its current development, based on the question of what factors are effective in the emergence of anti-Russianism. In this respect, first of all, the historical development of Russophobic feelings is revealed and examples of policies that cause negative state image in Russian history are given, in line with the argument that the mentality of societies is greatly affected by their historical experiences. Then, the scope of the "Russian World", which was targeted by Russophobia, which was determined after the collapse of the Soviet Union, was revealed. In this direction, it has been argued that the foreign policy decisions determined through the discourse of the Russian World cause an increase in anxiety against the Russians and the perception of the Russians as a threat.
