Teftiş, denetim ve performans sistemi üzerine bir araştırma: Tarım Kredi Kooperatifleri örneği

Abstract

Yöneticilerin çalışanlarını her an izleyebildiği, onları sürekli denetleyebildiği, uygulamanın aksayan yönlerini görebildiği bir sistem olarak teftiş ve denetim kurum kimliğini kazanmış tüm şirketlere ve kamu kurumlarına gereklidir. Çünkü denetleyemediği ve işlerin nasıl yürütüldüğüne dair yetisi olmayan tepe yönetimi kurum hakkındaki kararlarında teftiş ve denetim sistemi sayesinde doğru kararlar verir. Bu çalışmanın amacı teftiş ve denetim sistemlerinin değişik ülkelerde nasıl ele alındığını ve nasıl incelendiğini ortaya koymaktır. Teftiş ve denetimin eksiklikleri, faydaları ve verimliliği hakkında yapılan bu incelemede Türkiye Tarım Kredi Kooperatiflerinin teftiş ve denetim sistemi ve 2025 vizyonu hakkında bilgiler verilecektir. Birinci bölümde teftiş ve denetimin kavram olarak ne olduğu, Türkiye ve Dünyada nasıl uygulandığına dair açıklamalarla bilgi verilmiştir. İkinci bölümde teftiş ve denetim sisteminin neden gerekli olduğu, aksayan yönleri, denetimde verimliliği artırıcı ve performans denetimini ortaya çıkaran sistemin gerekliliği hakkında çalışma yapılmıştır. Üçüncü bölümde ise Türkiye Tarım Kredi Kooperatiflerinin kurum yapısı hakkında bilgiler verilerek, teftiş ve denetiminin kimler tarafından nasıl yapıldığı kurumun 2025 vizyonu çerçevesinde değişen teftiş ve denetim sisteminden bahsedilmiştir.

Inspection and supervision are necessary for all companies and public institutions that have gained the identity of inspection and audit institutions as a system where managers can monitor their employees at any time, constantly audit them, and see the disrupted aspects of the application. Because the hill management, which cannot supervise and is not capable of how the works are carried out, makes the right decisions thanks to the inspection and audit system in its decisions about the institution. The aim of this study is to reveal how inspection and inspection systems are handled and examined in different countries. In this examination on the deficiencies, benefits and efficiency of inspection and inspection, information will be given about the inspection and audit system of Turkish Agricultural Credit Cooperatives and the vision of 2025. In the first part, information is given with explanations about what inspection and inspection is as a concept and how it is applied in Turkey and the world. In the second part, studies were carried out on why the inspection and inspection system is necessary, its disrupted aspects, the necessity of the system that increases efficiency in the audit and reveals performance control. In the third part, the changing inspection and inspection system within the framework of the 2025 vision of the institution is mentioned by giving information about the institutional structure of the Turkish Agricultural Credit Cooperatives, and how the inspection and supervision is carried out by whom.
