Erken Cumhuriyet Döneminde Bilecik

Abstract

Tarih araştırma (kaynak tarama, tasnif, tahlil, tenkit ve terkip) yöntemleri kullanılarak beş bölüm halinde ele alınan bu çalışma; Cumhuriyetin “Atatürk Türkiye‟si”ne rastlayan döneminde Bilecik‟in panoramasını ortaya çıkarabilme çabasıdır. Tarih araştırmalarında ele alınan konunun soyut ve genel alanlardan somut alanlara yöneldikçe okuyucunun hafızasında daha kalıcı izler bıraktığı düşüncesinden hareketle, yerel bir konuya odaklanılmış ve Cumhuriyet Dönemi‟nin gelişmeleri doğrultusunda daha spesifik bir analiz yapılmaya çalışılmıştır. Bu amaçla ilk bölüm; dönemin idari yapılanmasında ülke geneliyle eşgüdümlü olarak gerçekleştirilen yeni düzenlemelerle başlamış; Bilecik ve mülhakatının kısaca stratejik önemine ve sosyoekonomik durumuna da değinilmiştir. İkinci bölüm, dönemin siyasi gelişmeleri doğrultusunda Bilecik merkezli olarak ele alınmış ve Bilecik milletvekillerinin TBMM‟deki çalışmaları incelenmiştir. Üçüncü bölüm Cumhuriyeti kuran kadronun hassasiyetle üzerinde durduğu eğitim meselesine ayrılmış; dönemin imkân ve şartları çerçevesinde yerel eğitim faaliyetleri aktarılmıştır. Dördüncü bölümde dönem itibarıyla sosyal yaşamın farklı boyutlarına değinilerek Bilecik‟in kendine has tarihi yerel dokusu ortaya çıkarılmaya çalışılmıştır. Beşinci bölümde de Cumhuriyetin kuruluş yıllarında Bilecik‟in ekonomik anlamda sahip olduğu potansiyel üzerinde durulmuş ve erişilen kaynaklardan yola çıkılarak genel bir durum değerlendirilmesi yapılmıştır. Osmanlı devletinin kuruluşuna ev sahipliği yapmış, bulunduğu coğrafyanın önemine istinaden Milli Mücadele Dönemi‟nin kritik savaşlarına sahne olmuş ve uzun süreli işgale uğramış olan Bilecik, Cumhuriyetin erken dönemindeki kalkınma sürecinde sosyoekonomik anlamda yeterince gelişme sağlayamamıştır. Ancak; işgalin pençesinden yangın harabesi halinde kurtulabilen Anadolu‟nun bu küçük vilayeti, Cumhuriyetin ilk yıllarındaki zor şartlara ve halkın yoksulluğuna rağmen çoğu kez kendi yağında kavrularak ayakları üzerinde durabilmenin mücadelesini vermiştir. Cumhuriyetin belirlediği temel hedefler doğrultusunda çağı yakalamak, modern dünyaya ayak uydurabilmek, geri kalmışlığı yenebilmek için kendine has dayanışma ruhuyla yönünü medeniyete çevirmiş ve kıt imkânlarını zorlayarak harekete geçirmeyi başarmıştır.This study, which is handled in five parts by using scientific history research methods (resource scanning, classification, analysis, criticism and composition); is an effort to reveal the panorama of Bilecik in the period of the republic coinciding with the "Ataturk Turkey". The subject discussed in historical studies; based on the idea that it leaves more permanent traces in the memory of the readers as they move from abstract and general areas to concrete areas, a local issue has been focused and more specific places and events have been examined in parallel with the political developments of the republican period. For this purpose, the first section; started with the new regulations made in the administrative structure of the republican period in parallel with the country in general; the strategic importance and socioeconomic status of Bilecik and its annexes are also mentioned. In the second part, Bilecik-centered in line with the political developments of the period, and the works of Bilecik deputies in the Grand National Assembly of Turkey were examined. The third chapter was devoted to the issue of education, which the Republic focused on sensitively and local education activities were conveyed within the frame of the opportunities and conditions of the period. In the fourth chapter, it has been tried to show the unique local texture of Bilecik by referring to the different dimensions of social life as of the period. In the fifth chapter, the economic potential of Bilecik in the founding years of the republic was emphasized and an evaluation of the general situation was tried to be made based on the sources accessed. Bilecik, which hosted the foundation of the Ottoman state, witnessed critical battles of the national struggle due to the importance of its geography and was occupied by the allied forces for a long time; In the development process in the early period of the republic, could not provide sufficient socioeconomic development. However; This small province of Anatolia, which was able to escape from the clutches of the occupation as a fire ruin, struggled to stand on its feet, often roasted in its own fat, despite the difficult conditions in the first years of the republic and the poverty of the people. In order to catch up with the era, to keep up with the modern world, to overcome backwardness in line with the basic goals set by the Republic, it has turned its direction to civilization with its unique spirit of solidarity and succeeded in mobilizing its scarce resources by forcing it.
