Demokrat Parti döneminde Bilecik'te siyasi hayat (1950-1960)

Abstract

1950 Seçimleriyle birlikte Türkiye Cumhuriyeti Devleti yeni bir siyasi anlayış ve kimlik kazanmıştır. 27 yıl boyunca iktidarda olan Cumhuriyet Halk Partisi’ni büyük çoğunlukla yenmeyi başaran Demokrat Parti, ülkeye yeni bir siyasi anlayış getirmiştir. Bununla birlikte ülkenin her yerinde değişim yaşanmış ve bu değişim hemen hemen her alanda etkisini göstermiştir. Bu çalışma, 1950-1960 yılları arasında devam eden Demokrat Parti iktidarı esnasında Bilecik ilinde meydana gelen siyasi olayları ve şehrin politikasında öne çıkmış isimleri konu edinmiştir. Bu çerçevede Bilecik milletvekillerinin, Bilecik valilerinin ve belediye başkanlarının kısa biyografileriyle beraber çalışmalarına da tezde yer verilmiştir. Ayrıca şehrin siyasetinde rol oynayan yerel yönetimlerle, parti il teşkilatlarıyla ve muhtarlarıyla ilgili bilgileri de tezde bulabilmek mümkün olacaktır. Tarih metodolojisine uygun olarak hazırlanan tezin sınırları, dönemin siyasi hadiseleriyle çizilmiş; sosyo-kültürel ve ekonomik gelişmelere tezde değinilmemiştir. Özellikle dönemin yereldeki siyasi karakterlerine yer verilmiş ve Türkiye genelinde öne çıkan konuların Bilecik’e yansımalarına bakılmıştır. Hazırlanan çalışmanın bibliyografik temelini Türkiye Büyük Millet Meclisi tutanakları, kararnameler, yerel ve ulusal gazeteler, arşiv kaynakları gibi birinci el kaynaklar oluşturmaktadır. Bu kaynaklara ek olarak araştırma eserlerinden de faydalanılmıştır. Bilecik’in küçük bir il olması kaynaklara ulaşılmasını bir nebze zorlaştırmış olsa da çalışmanın konusuna dair kaynaklar büyük bir titizlikle incelenmiş ve elde edilen sonuçlar kronolojik bir sıralama ile ele alınmıştır.

With the 1950 elections, the Republic of Turkey gained a new political understanding and identity. Democrat Party, managed to defeat CHP, in power for 27 years, by a large majority, brought a new political understanding to the country. With this, a new change had taken place all over the country and this change has had an impact in almost every field. This study is about the political events that took place in Bilecik province during the Democrat Party government between 1950-1960 and the prominent figures in the city's politics. In this context, the thesis includes short biographies and works of Bilecik deputies, Bilecik governors and Bilecik mayors. In addition, it will be possible to find information about local governments, party provincial organizations and headman that played a role in the city's politics. The thesis was prepared in accordance with the History methodology. The boundaries of the thesis were drawn with the political events of the period. For this reason, socio-cultural and economic developments were not mentioned in the thesis. In particular, the local political characters of the period were included and the reflections of prominent issues in Turkey in Bilecik were examined. The bibliographic basis of the prepared study consists of first-hand sources such as the minutes of the Turkish Grand National Assembly, decrees, local and national newspapers, and archival sources. In addition to these sources, research works were also used. The fact that Bilecik is a small province made it somewhat difficult to access the sources. However, the sources related to the subject of the study have been examined with great care and the results obtained have been discussed in chronological order.
