Kriz dönemlerinde uygulanan yatırım teşvik politikaları ve ekonomik etkileri

Abstract

Bir ekonomide aniden ve beklenmedik bir şekilde ortaya çıkan ekonomik krizler olumsuz sonuçlar doğurmaktadır. Önceleri sadece krizi yaşayan ülkeler ile sınırlı olan ekonomik krizler küreselleşme olgusunun etkisiyle özellikle 1990’lı yıllardan itibaren çevre ülkelerini de etkisi altına alma özelliği sergilemektedir. Özellikle kriz sonrasında uygulanan ekonomi politikaları ile krizin ülke ekonomisindeki etkileri azaltılmaya çalışılmaktadır. Bu politikalar kapsamında değerlendirilen, aynı zamanda maliye politikasının bir unsuru olan yatırım teşvik politikaları krizlerle mücadelede önemli bir faktör olarak yerini korumaktadır. Krizlere yönelik alınan tedbirlerde maliye politikasının artan önemine vurgu yapan yatırım teşvik politikaları Cumhuriyet tarihimiz boyunca kendini göstermektedir. Kriz dönemlerinde gerek daraltıcı gerekse genişletici politikalar uygulansa da yatırım teşvik politikalarından vazgeçilmemiştir. Ayrıca son zamanlarda ekonomik değişkenleri olumlu yönde etkilemesi açısından yatırım teşvik politikaların niteliğini artıcı uygulamalara gidilmiştir. Bu tezde, ülkemizde 1994, Kasım 2000, Şubat 2001 ve 2008 kriz dönemlerinde uygulanan yatırım teşvik politikaları ele alınarak bu politikaların seçilmiş ekonomik değişkenlere yönelik etkileri üzerine bir çalışma yapılmıştır.

In this thesis, in our country in 1994, November 2000, February 2001 and 2008, the investment incentive policies applied in times of crisis by taking out a study on the effects of these policies on economic variables were selected.
