Türkiye'de seçim sistemlerinin temsilde adalet-yönetimde istikrar ilkesi çerçevesinde demokrasi ve ekonomi ilişkisinin incelenmesi

Abstract

Demokratik katılım ve seçim kavramları ülkemizde son zamanlarda üzerinde durulan konulardan birisi olmuştur. Seçim sistemleri, uygulanan seçimlerin demokratik süreci hakkında bilgi vermektedir. Her şeyden önce uygulanan seçim sistemlerinin demokratik olması ve pek tabi ki ülkenin yararı ön planda olması gerekmektedir. Ülkemizde çok partili dönemden bu yana çok sayıda seçim sistemleri denenmiştir. Ya her seçimde yeni kanunlara gidilmiş ya da bir önce uygulanan kanunda çeşitli değişiklikler yapılmıştır. Bu tür bir uygulama ise demokratik siyaset açısından sakınca göstermektedir. Temsilde Adalet ve Yönetimde istikrar ilkeleri ise günümüzde birçok siyasi tartışmaların sebebi olmuştur. Anayasamızın 67. Maddesinde seçim kanunlarının bu iki ilkeyi bağdaştıracak biçimde düzenlenmesi gerektiği vurgulanmaktadır. Ancak bir seçim sisteminde bu ilkelerin bağdaştırılmasını sağlamak her zaman mümkün olmamaktadır. Keza ülkemizde uygulanan seçim sistemlerinde çoğunlukla bu ilkelerden biri ön plandayken diğeri arka plana itilmektedir. Aynı zamanda hükümetlerin ekonomik performansı seçmenler açısından önem arz etmektedir. Bu nedenledir ki hükümetler çoğunlukla iktidara gelmek için seçim öncesi seçmenlerin yararına birçok ekonomik düzenlemeler yapmakta, halk için kısa dönemde genişletici politikalarla refah oluşturmaktadır. Ancak seçim öncesi yapılan bu uygulamalar seçim sonrası uzun vadede ekonomide birçok olumsuzluk yaratmaktadır.

At the same time the economic performance of the government is important in terms of voters. This is why governments often make many economic regulations for the benefit of voters before the elections to come to power, constitute prosperity for people with expansionary policies in the short term. But after the election before the application process has long made the choice to create many adversities in the economy.
