| dc.description.abstract | III. Selim döneminde Osmanlı devleti, kefalet sistemine yoğunlaşmıştır. Güvenliğin sağlanması, vergilerin düzenli olarak toplanması gibi konularda aksaklık yaşanmaması için bu sisteme başvurulmuştur. III. Selim yazmış olduğu hatt-ı hümayunda Eyüp, Üsküdar ve Galata gibi bölgelerin denetlenmesini emretmiştir. Özellikle ticari hacmi büyük alanlardan başlanmıştır. Müfettişler han, hamam, bekar odaları, medrese gibi alanları denetlemiştir. Amaç, herkesin bir işi ve kefilinin olması ve devlete karşı görevlerini yerine getirmesi olmuştur. Osmanlı devleti, vergilerin toplanması ve düzenli bir işleyiş oluşturmak için nüfus defterlerini kullanmıştır. Bu defterler denetleme açısından kolaylık sağlamıştır. Esnaf kefalet defterlerinde, kefiller ve sakin oldukları yerler belirtilir. Hem dükkan sahipleri hemde seyyar satıcılar kefilleri ile yer alır. Bu defterlerde serseri olarak adlandırılan kişiler ayrıca yazılmıştır. Diğer yandan göçmenler de genellikle memleketleri ile zikredilmişlerdir. Bugün araştırmalarda nüfus defterleri birincil kaynak olarak kullanılır. İstanbul genelinde iktisadi hayatın tespiti açısından büyük öneme haizdir. Bu çalışmada, 1792-1793 tarihli İstanbul’un Galata k azasının Kasımpaşa semtini kapsayan nüfus defteri merkeze alınmıştır. Defterin transkripsiyonundan yola çıkarak Kasımpaşa semtinde bulunan esnaf gruplarının incelenmesi hedeflenmiştir. Defterde, bu esnaf grupları ve yanlarında bulunan çırakları, şakirdleri, kalfaları da kayıt altına alınmıştır. Çeşitli zanaatkarlar ve ticaret ile uğraşan esnaf; memleketleri, lakapları, unvanları ile defterde yer almaktadır. Bu esnafın ikamet ettiği han, hamam ve bekar odaları listelenmiştir. Ayrıca defterde belirtilen, Kasımpaşa semtinde yer alan fırın v e cami b enzeri yapılarda dönemin mimarisi hakkında bilgi vermektedir. Esnaf bu bölgelerde ticaret ile uğraşmaktadır. Defterde birbirine kefil olan esnaflar, kethüdalar, kalfalar ve şerikler liste halinde verilmiştir. Bildiride, bu esnaf gruplarının da içinde bulunduğu kefalet sisteminden yola çıkarak yapmış oldukları mesleklere değinilecektir. Dönemin Kasımpaşa semtindeki iktisadi ve sosyal hayata bir bakış açısı sunulması amaçlanmaktadır. | |
| dc.description.sponsorship | During the r eign of Sultan Selim I II, the Ottoman Empir e increasingly focused on the surety system. This system was implemented to ensure the smooth functioning of security measures and the regular collection of taxes. Sultan Selim III issued a royal decree ordering the supervision of regions such as Eyüp, Üsküdar, and Galata. Special emphasis was placed on areas with substantial commercial activity. Inspectors were tasked with monitoring various establishments, including inns, baths, rooms for unmarried men, and madrassas. The primary objective was to ensure that every individual had both a job and a guarantor, and that they fulfilled their obligations to the state. To facilitate the collection of taxes and ensure a well-functioning system, the Ottoman Empire utilized population registers, which proved invaluable for oversight. These registers contained information on the guarantors and their places of residence. Both shop owners and street vendors were listed alongside their guarantors. Individuals labeled as “vagabonds” were also recorded, and immigrants were often noted with their places of origin. Today, population registers are utilized as primary sources in historical research and are of significant importance for analyzing the economic life in Istanbul. This study focuses on th e population register of the Kasımpaşa district within the Galata region of Istanbul, dated 1792-1793. The primary objective is to examine the artisan groups within the Kasımpaşa district, based on the transcription of this register. The register includes not only the artisans but also their apprentices, journeymen, and for emen. Various artisans and trader s are listed, along with their places of origin, nicknames, and titles. The inns, baths, and rooms for unmarried men where these artisans resided are also documented. Furthermore,the register provides valuable information about the architecture of structures in the Kasımpaşa area, such as bakeries and mosques, which offers insights into the period’s architectural style. The artisans engaged in trade within these establishments. Additionally, the register lists the artisans who acted as guarantors for each other, including headmen, journeymen, and assistants. This paper will explore the professions practiced by these artisan groups within the framework of the surety system. The aim is to provide a comprehensive perspective on the economic and social life in the Kasımpaşa district during this period. | |
