Jeopolitik açıdan Kalkınma Yolu Projesi ve Türkiye

Abstract

Günümüz küresel ticaretindeki rekabet her geçen gün artmakla birlikte güç dengeleri Orta Doğu bölgesinde yeniden şekillenmektedir. Yaşanan bu değişim süreci, Türkiye’nin jeopolitik konumunu yeniden tanımlamasını ve stratejik adımlar atmasını zorunlu kılmaktadır. Bu sürecin en somut adımlarından biri Irak ve Türkiye öncülüğünde hayata geçirilmesi planlanan Kalkınma Yolu Projesi’dir. Bu çalışmanın amacı, klasik jeopolitik teoriler çerçevesinde Kalkınma Yolu Projesi’ni ele alarak projenin Orta Doğu ülkeleri ve özellikle Türkiye üzerindeki etkilerini derinlemesine incelemektir. Çalışma, projenin henüz tamamlanmamış olması sebebiyle literatürde var olan mevcut boşlukları Türkiye perspektifinden ele alarak bölgesel iş birliği literatürüne katkı sağlamayı hedeflemektedir. Araştırmada nitel yöntem kullanılmış; basılı ve çevrimiçi veri kaynaklarından literatür taraması yapılarak projeye ilişkin resmî açıklamalar ve raporlar detaylı şekilde analiz edilmiştir. SWOT analizi ile elde edilen bulgular test edilmiştir. Bu kapsamda yapılan analiz ve bulgular doğrultusunda; projenin, Türkiye’nin konumunu ve jeopolitik alanını güçlendirme, ekonomik bir kaldıraç görevi görme ve bölgesel hedeflerine ulaşmasına katkı sağlama potansiyeli taşıdığı görülmektedir. Bununla birlikte projenin inşa süreci ile sürdürülebilirlik alanında taşıdığı güvenlik riskleri, yoğun bölgesel rekabet ortamı ve finansman belirsizlikleri projenin önündeki en temel risklerdendir. Sahip olduğu avantajlar ve taşıdığı riskler birlikte değerlendirildiğinde Kalkınma Yolu Projesi’nin başarıya ulaşması için, Türkiye’nin bölgedeki gelişmelere karşı çok boyutlu ve temkinli dış politika yaklaşımı hayati bir gereklilik taşımaktadır.

As competition in contemporary global trade continues to intensify, power balances in the Middle East are being reshaped. This transformation necessitates a redefinition of Türkiye’s geopolitical position and the adoption of strategic initiatives. One of the most concrete manifestations of this process is the Development Road Project, planned to be implemented under the leadership of Iraq and Türkiye. The aim of this study is to examine the Development Road Project within the framework of classical geopolitical theories and to analyze in depth its potential impacts on Middle Eastern countries, with particular emphasis on Türkiye. Given that the project has not yet been completed, this study seeks to address existing gaps in the literature from a Türkiye-centered perspective and to contribute to the literature on regional cooperation. The research employs a qualitative methodology; official statements and reports related to the project were analyzed in detail through a comprehensive literature review of printed and online sources. The findings were subsequently tested using SWOT analysis. Based on the analyses and findings, the project demonstrates significant potential to strengthen Türkiye’s geopolitical position and strategic depth, serve as an economic leverage, and contribute to the achievement of its regional objectives. Nevertheless, security risks associated with the construction and sustainability phases, intense regional competition, and uncertainties regarding financing constitute the main challenges facing the project. When its advantages and risks are evaluated collectively, the success of the Development Road Project requires Türkiye to adopt a multidimensional and cautious foreign policy approach in response to regional developments.
