Türkiye’deki terörle mücadele bağlamında modern istihbarat tekniklerinin incelenmesi

Abstract

Türkiye’deki Terörle Mücadele Bağlamında Modern İstihbarat Tekniklerinin İncelenmesi Yasin ATALAY Terörizm sorununun uluslararası camiada kabul gören bir tanımının yapılamaması ve terörizmle ortak mücadele edilememesi sonucu terör örgütleri ortaya çıkmaktadır. Terör örgütleri, kullandıkları araçları ve yöntemleri teknolojik gelişmelere bağlı olarak değiştirmektedirler. Değişen araç ve yöntemler bu sorunla mücadele edilmesini daha da zorlaştırmaktadır. Teknolojik gelişmelere bağlı olarak değişen terör eylemleri insanlara ve yaşamsal kaynaklara ciddi zararlar vermektedir. Askeri yöntemlerle sürdürülen klasik terörle mücadele süreçleri terör eylemlerinin verdiği zararları engellemekte yetersiz kalmaktadır. Terörle mücadele süreçlerinde askeri operasyonların ve demokratik açılımların, tek başına bu sorunun üstesinden gelemedikleri görülmüştür. Kısa süreli siyasi çıkar amaçlı çözümlerin, sorunu daha da kötü bir hale sokup, işin içinden çıkılmaz bir hal almasına sebebiyet verdiği ortadadır. Stratejik istihbarat, sorun çözmede sağlam temeller kurarak, analizler yapması ve uygulamada koordineyi sağlaması sebebiyle, terörle mücadele süreçlerinde etkin bir mücadele yöntemi olarak kullanılmalıdır. Terörle mücadele sürecinde modern istihbarat teknikleri, terörizmin temelinde yatan sorunların en ince ayrıntısına kadar ortaya çıkarılmasında kullanılır. Modern istihbaratın bir gereği olarak kurgulanan Stratejik istihbarat yapılanması, olayların bir elden kontrol edilmesini gerektirir. Devletin gelişmesini engelleyen sorunların çözülmesi için gerekli tüm çalışmalar bu oluşum içerisinde organize edilir. Stratejik istihbarat oluşumu bünyesinde özel olarak yetiştirilmiş, alanında uzman personel ile birlikte toplumsal, ekonomik, psikolojik ve siyasi alanlardaki sorunların çözülmesi yolunda emin adımlarla yürünecektir. Stratejik istihbarat, sağlam bir yapı çerçevesinde kurgulanır ve terörle mücadele süreçlerine tam olarak entegre edilebilirse, insani ve ekonomik açıdan verilen kayıpların en düşük seviyeye düşürülebileceği ve toplumun kalkınması önündeki çoğu engelin kaldırabileceği görülecektir.

The Study of Modern Intelligence Techniques In Terms of Fight Against Terrorism In Turkey Yasin ATALAY Terrorist organizations come out at the results of cannot make an incontested definition for the problem of terror in international community and not have a common fight against terrorism. Terrorist organizations change their methods and equipments which they use depends on technological developments. The change of the methods and equipments makes the fight against terrorism more difficult. The acts of terrorism that changed depends on technological developments seriously damage people and naturel sources. The classic process of fight against terrorism which continuing with military methods are insufficent to obstruct the damages causes by acts of terrorism. It has been seen that during the process of fight against terrorism, military operations and democratic reforms cant overcome this problem by itself. It is self evident that short term solutions which oriented political interest worsen the problem and causes it inextricable status. Because of the established strong bases for problem solving, analyzing and providing coordination in practise, strategic intelligence has to be used for an effective method of struggle during the process of fight against terrorism. The modern intelligence techniques in the process of fight against terrorism use for to expose the problems that underlie terrorism till the most details. Structure of strategic intelligence edited as a requirement of modern intelligence require the acts controlled by one hand. All the necessary studies for solving the problems which obstruct Goverment's develop organized in this structure. The structure of strategic intelligence, within specially trained, acknowledged experts will take firm steps on the way of solving problems which are in the social, economic, political and pychological areas. If strategic intelligence constructs within a strong structure and is intedrated fully to the process of the fight against terrorism, it'll appear that humane and economical loss can reduce lowest level and most of the obstacles in front of the development of the community can remove.
